Testifying before congress, Mr. Kerr told Americans they would have to rethink their definition of privacy. Elaborating on his point, he said:

An undocumented immigrant who has my data is not going to use it to kidnap me and send me to Egypt to be tortured. The government will. That's difference enough for me.
